South Bohemian Regional Council
The Council is an executive body in the field of independent provinces. When executing its duties,
the Council reports to the Local Authority. The Council may make decissions about transferred provinces
matters only if given so by the law. The Council is formed by a Governor of the Region,, his deputies and other
Council members who are elected from the Authority members.
The Council is assigned for:
1. ensuring management according to the approved budget, accomplishing the budget arrangements
within the range confided by the Authority,
2. specifying the number of employees of the Region included into the District Council,
special regional bodies, and organization sections, and the resource amount for these
employees' salaries,
3. appointing and dismissing, as suggested by the District Council director, the District
Council division heads in accordance with a special law,
4. establishing and abolishing the Council committees as necessary, appointing and dismissing their
chairmen and members from their functions,
5. assigning tasks within the field of independent provinces to the District Council and
supervising over their performance,
6. inspecting provisions accepted by the District Council in independent provinces,
7. handling suggestions, comments and incentives of municipalities and legal entities from the
regional district,
8. setting rules for accepting petitions and complaints,
9. performing establishment and opening functions in relation to legal entities, organization
sectors which were opened or established by the Region or which were transferred to the Region
by a special law, including nominations and dismissals of their directors and specification of
their salaries and remunerations; moreover, dealing with the report on their activities, task
completion for which they were adapted or established, and accepting relevant remedy proceedings
regularly once per year,
10. deciding about the Region's matters as the only business organization companion,
11. issuing regional regulations,
12. deciding about entering into rental or loan contracts; such provinces may be fully or partly
entrusted to the relevant District Council department,
13. dealing with and solving suggestions, comments and incentives presented by the Authority members
or Council comittees.
The Council makes decissions over the following transactions of property rights:
1. providing donations to citizen-action publics, humanitarian organizations and other natural
persons or legal entities operating in the field of youths, sport and physical education, social
services, family support, culture and education, science, health care, anti-drug activities,
crime prevention and animal and environmental protection; such donations must not exceed
CZK 200,000 to one citizen-action public, to one humanitarian organization, or to one natural
person or legal entity in one year,
2. surrendering the entitlement for and remitment of a claim not exceeding CZK 200,000,
3. pawning of movables or entitlements not exceeding CZK 200,000,
4. entering into agreements concerning instalments with the maturity date not exceeding 18 months,
5. acquisition and transfer of movables to the Region, including money,
6. providing material and financial gifts up to CZK 100,000 in individual cases.
The Council meetings are not public; a protocol about their course, which is placed at the District
Council for the Local Authority members to inspect, is produced. The Council powers are defined by
the law about regions No. 129/2000.
The Council of the South Bohemian Region consists of 11 members.
