Regional Development Programme
The regional self-governments are obliged to compile the strategic documents dealing the development of the individual regions. The Territory Development Programme of a Region is the basic document of the regional development strategy at the regional level.
The strategic vision of the South-Bohemian Region
The South-Bohemian Region wants to be a "rich region drawing from the natural and cultural heritage of its previous generations and respecting its incorporation in the European Union; it aims to become a region that will attain the standards of the highly developed regions of the EU member states". On condition of the free movement of the production factors in the European Union, failure of this vision would have an adverse impact showing a fast increase of the inter-regional disparities and in migration flows whose negative effects would reflect not only on a regional level but also within the whole of the Czech Republic as well as the European Union. The Territory Development Programme of the South-Bohemian Region is very significant also owing to the fact that this document creates a basic framework for the formation of the South-Bohemian regional politics while catering for the regional politics of the EU. This will enable a consolidation of the concerns and needs of the individual micro-regions with the fulfilment of the EU convergence criteria as well as an effective combination of the potential sources of the region, state and funds of the EU with the internal as well as external sources from private investors.
The strategic objectives of the South-Bohemian Region
1. To make the region attractive for "world tourism" making use of the unique character of the
South-Bohemian nature and towns.
2. To create an infrastructure that will become a precondition for the integration of the
region at a global level.
3. To enable strategic investors' entry to the region and to create conditions for their
activities.
4. To cultivate conditions for small and medium enterprises especially in the border areas of
the region in order to prevent their falling behind and resettlement of their inhabitants.
5. To make use of the natural, raw materials and water resources for such economic activities
which are in harmony with the sustainable development principles.
6. To regulate the support of agriculture, forestry and fishing while making provision for
the agricultural politics of the EU, stressing the landscaping and other ecological aspects.
7. To create a social, health, and educational system adequate to the age, social and
professional needs of the region and the legislative and standards of the EU.
Problematic areas of the Territory Development Programme of the South-Bohemian Region
Problematic area 1: Infrastructure (with regard to transportation, water economy, energy, communication, and information channels)
The strategic vision:
It is our strategic vision to develop a region that will make use of its significant transportation position and all kinds of transport while complying with the EU standards, a region thus connected to the main European transport routes. The region should offer and utilise its exceptional water wealth and should take care of its further cultivation. It should be supplied with all kinds of energy while respecting the environment and it should enable sustainable development making use of recoverable resources of energy. It is desirable that the region has a good-quality telecommunication and information infrastructure that will offer modern communication, information and administrative services at the highest level of EU standards, taking advantage of cooperation with the public, non-profit as well as entrepreneurial sectors and citizens.
The strategic objective:
It is our strategic objective to create an infrastructure which will enable the region's incorporation in the EU and the surrounding countries as well as its attainment of modern standards; we would like to further develop the regional potential, to cover the needs of its inhabitants, visitors and entrepreneurial subjects, to enable a close cooperation between the public, non-profit as well as entrepreneurial sector and the citizens as well as to enable the sustainable development while respecting the environment.
Problem area 2: Tourist industry, culture and external relations
The strategic vision:
It is our strategic vision to develop a region making use of its significant geographic position, preserved natural wealth, historic and cultural monuments, traditions of the local ethnography, folk crafts and balneology in order to create an environment attractive for foreign as well as Czech tourists, suitable for sports activities, active leisure, cultural enjoyment and educational events, an environment open to an all-round cooperation with the foreign countries and neighbouring regions while being integrated in the European structures.
The strategic objective:
It is our objective to create a functional organizational and financial system in cooperation with the public authorities, private businessmen and citizens' initiatives that will lead to the strategic vision fulfilment.
Problem area 3: Enterprise support and development
The strategic vision:
It is our strategic vision to develop a region with a purposeful structure of big, medium and small enterprises and a branch structure of enterprise that will correspond to the character and the specific strengths of the region and will be thus attractive for new investors.
The strategic objective:
It is our strategic objective to create appropriate conditions that will enable an easy entry of the strategic investors in the region. We wish to develop such conditions for small and medium enterprise that will, especially in the border areas of the region, prevent the region's falling behind and resettlement of its inhabitants. We would like to utilise the natural, raw materials and water resources of the region for such economic activities that will be in compliance with the principle of sustainable development.
Problem area 4: Agriculture, forestry and fishing
The strategic vision:
It is our strategic vision to attain a sustainable development of production and beneficial agricultural, forest and fishing functions that will be in compliance with the socio-economical aspects and regional politics of the Czech Republic and the EU.
The strategic objective:
It is our objective to direct agriculture, forestry and fishing towards production and employment support and to ensure a steady income of the country population while making provision for the agricultural politics of the Czech Republic and the EU and with respect to the sustainable development of the country.
Problem area 5: Social sphere and heath service
The strategic vision:
The region will aim at the development of a functional health and social system at a comparable European level. This system requires active independent citizens responsible for their own lives and sympathetic to others.
The strategic objective:
It is our strategic objective to create a social, health, educational and scientific structure corresponding to the age, social and professional needs of the region, legislative and standards of the EU.
Problem area 6: Environment and mineral resources utilization
The strategic vision:
It is necessary to look after the natural resources of the region and its singularity in the European context and in the spirit of sustainable development.
The strategic objective:
It is our strategic objective to create, maintain and care for an aesthetically balanced, ecologically stable and constantly productive landscape, to care for the valuable territories and thus ensure appropriate conditions for the sound life of the local population.
Problem area 7: Education, the system of schools and science
The strategic vision:
It is our strategic vision to create a coherent system of primary, secondary, higher, university education as well as continuing education and a scientific centres that will correspond to the development of the region (in culture, social and entrepreneurial areas) and will ensure the principle of sustainable development. It is desirable that the "Concept of physical education and sports in the Region of South Bohemia" be drawn by focusing on the increase of the region's inhabitants' participation in physical and sports activities that will, in compliance with the European Chart of Sport, contribute to their healthy lifestyle.
The strategic objective:
It is our strategic objective to create a social, health educational and scientific system that will correspond to the age, social and professional needs of the region and the local employment market, legislative and the standards of the EU. We would like to create an effective interconnected system of sports and PE activities (including social and material-technical conditions and an information base of the whole region) that will comprise school physical education and sports representation of the region, business activities in the field of the PE and sport as well as possibilities of non-organised sports activities in the open sports grounds and natural environment.
