South Bohemian Regional Assembly

The region is administrated by the Regional Assembly which is responsible for matters within independent provinces. As far as transferred provinces are concerned, the Regional Assembly assumes responsibility only if prescribed by the law.

The Regional Assembly is asigned for:

1. introducing law proposals to the House of Commons,
2. introducing proposals to abolish law regulations to the Constitutional Court, if these are considered to be against the law,
3. editing generally obligatory regulations,
4. coordinating the regional district development, approving of the regional district development programmes in accordance with special laws, ensuring their implementation and supervising over their performance,
5. approving of regional planning documentation for the Region and declaring its obligatory parts through a generally obligatory regulation of the Region,
6. approving of a tourism development conception within the Region's district, ensuring their implementation and supervising over their performance,
7. electing the Region's deputies for the regional boards of region compactness,
8. specifying a basic transport service range for the Region,
9. making decissions about the Region's co-operation with other regions, and about international co-operation,
10. approving of the Region's budget and of the Region's final expense,
11. establishing and closing down allowance organizations and Region's organizational bodies; and moreover approving of their establishing acts,
12. making decissions about establishing and cancelling legal entities, approving of their establishing acts, articles of partnership, foundation charters and statutes, making decissions about participation in already existing legal entities,
13. approving of an establishing act, foundation charter, articles of partnership and statutes of business organizations which the Region is aiming to establish, and deciding about the Region's participation in business organizations and in generally beneficial associations, including calculation of deposit ammount,
14. designating regional deputies to general meetings of business organizations in which the Region has property participation,
15. nominating regional deputies into the other business organization bodies in which the Region has property participation, and proposing their dismissals,
16. electing and dismissing a Governor of the Region, Governor's deputies and other board members from their own ranks, and dismissing them from their functions,
17. specifying the number of released board members as well as the functions for which the board members are to be released and by which date,
18. establishing and closing down boards, electing and dismissing their chairmen and members,
19. deciding about rewards to the released board members and about rewards in accordance with article 50, section 4 and 5,
20. specifying the principles for reimbursing board members for travelling expenses (article 53),
21. deciding about financial performances connected with the functional execution of the board members, committees and special boards towards natural persons who are not the Authority members,
22. awarding regional prizes,
23. fulfilling other duties given by the law.

Further, the Regional Assembly is designated to decide about these transactions of property rights:


1. acquisition and transfer of immovables,
2. providing material and financial donations over CZK 100,000 to one sole trader or legal entity in one year in accordance with a special law,
3. providing donations valued at more than CZK 200,000 to citizen-action publics, humanitarian organizations and other natural persons and legal entities operating in the Region's district in the field of youths, sport and physical education, social services, family support, culture, education and science, health care, anti-drug activities, crime prevention and animal and environmental protection to one sole trader or legal entity in one year, in case these are not special-purpose donations from the state budget funds,
4. providing donations to municipalities from the Region's budget and supervising over their application,
5. surrendering the entitlement for and remitment of a claim higher than CZK 200,000,
6. pawning of movables or entitlement higher than CZK 200,000,
7. agreements concerning instalments with the maturity date longer than 18 months,
8. rendering the claims over CZK 200,000,
9. entering into contracts dealing with credit or loan grants, with taking surety liabilities over, and with attendance to a liability and to a corporation contract,
10. pawning of immovables,
11. own obligations issue, 12. specification of property participation in other legal entities' enterprising,
13. financial and non-financial investments into legal entities.

The Regional Assembly meets as needed, at least once in three months, however. The approval of an absolute majority of all the Authority members is necessary for a legitimate resolution, decission, or the Assembly election. The Regional Assembly meeting is always public. The Assembly powers, its activities and rewarding of its members is given by the regional Act No. 129/2000 of Collections. The Regional Assembly of the South Bohemian Region consists of 55 members.
